A working time rank plugin

Autorank is a plugin used on another server that I play on, it works fine, and could definitely be the plugin that Errno and RoopeFI have been needing since forever.

It occasionally gives server a small message that it is still running, and (should) even have a /playtime command that tells players how long they have been playing for and how long until they rank up

We downloaded it, no errors or anything. A shame it doesnt promote people as set in config
